It comprises of a Chairman and a Vice-chairman, who are elected by secret ballot from among the members in an election attended by the majority of members and in which the majority of members cast their ballots. Each of the first and second halves of the term lasts two years. The Chairman represents the council, arranges and presides over the proceedings, keeps order in the meeting room, and manages the council's affairs. In the absence of the Chairman, the Vice-Chairman assumes the Chairman's responsibilities.

The committee may have a standing committee that evaluates and administers legislation and petitions within its jurisdiction, as well as a special committee that examines and handles particular topics on an as-needed basis. The ordinance determines the number of members of each standing committee, and each member serves a two-year term as a member of a standing committee. The Chairman cannot become a standing member, whereas members of the Council Steering Committee may concurrently serve on other standing committees. Standing members are nominated by the Chairman and appointed by the plenary session’s resolution. The committee has one Chairman and one assistant administrator; the Chairman is elected from among the members of the plenary session, and the assistant administrator is elected by mutual vote by the committee and reported to the plenary session. The Special Ethics Committee was established permanently in accordance with the mandatory provisions for ensuring accountability and transparency corresponding to the competence and authority of the Parliament, which was bolstered by the comprehensive revision of the 「Local Autonomy Act」 on January 13, 2022.
