Handing of bills

Proposal of Bills

A bill is proposed at the request of the head of the local government or under the joint signature of more than 1/5 of the incumbent assembly members. The proposed bill is not nullified for the reason that it hasn’t been resolved during the session. And the bill rejected once cannot be proposed again during the same session.

Procedure for Handling Bills

proposal, the head of the local goverment More than 1/5 of the number of , Report at the general meeting, report on the bill submitted (when the council is out of sessio, referral to the committee, Can be referred to the committee with the time for examination, standing, explanation / question /  discussion / decision , to decide and report the bill to the general meeting through questions, answers and discussions after hearing a general explanation  of its suggester and the report on its review by expert committeeman and examing it in all respects. , report by Chairperson,  to explain the process of examination and reason of suggestion, main point and the result of examination, Question / discussion, to have question and answer session and submit supporting and opposing opinions , decision, by presence of a majority of the total number of council members and by a majority of votes of the council members present. , transfer, to be transferred to the executive body within 5 days
